So for this challenge, if we are making a planeswalker, does the planeswalker need to be designed as a "can be your commander" walker or are we supposed to design it in a way that it would be viable almost exclusively in commander?

In MTGCS all you have to do with the planeswalker editor is just not put a number in for the first loyalty ability and that'll make it show up as a static ability.
