I have this same problem. (Which is why I've never made a planeswalker, even though I've made some 400 cards.)

Or..... Magic Set Editor. This is nice because you can easily do colored artifacts, fuse cards, transforming cards, dual lands with proper frames, it's all there. And I think it will probably do Russian.

Have you looked at fruity pebbles? I think you could budget it down a bit.
