This creature is suicidal in the sense that using it can kill you. One might play it in an aggressive Suicide Rakdos deck. It can do a lot of desecration to you and to your opponent due to it's power/cost as well as its Trample and Haste.

@Beeswax, those are good questions. I assumed that a deck would coalesce around anything I make. But now I wonder if I assumed correctly.
