You could put this card in any deck as simple removal, but if you put it in a untap/ramp deck you could boost its power. Not sure if this is what you are looking for, but I am trying.

@Fallen_Lord_Vulganos Flicker means it leaves the battlefield, then enters it. That allows it to exile another creature.
