    Your card should be formatted as follows!

    "{t}: Add {c} to your mana pool.

    If a basic land you control would become tapped, tap Seaside University. If you do, add {u} or {r} to your mana pool."

    This checks if you actually did the action and has a faster speed than an instant. It also explains the ability better to the user!

    The steps of the ability don't have to occur for the ability to resolve unless it states as such or uses the term target. As such if the land can't be tapped, it just wont tap and the ability continues as is.

    Remember that this is just a quick answer and there are fringe situations using various wordings!
  • Abilities that tap something can resolve even if that thing is already tapped, otherwise you wouldn't be able to, say, activate Tamiyo, the Moon Sage's +1 on a tapped permanent (You can, if you didn't know that.) This doesn't change their position, but it's still an action that can be done. Generally Magic avoids abuse cases (usually in costs, but it doesn't have to be a cost) by specifying that it must be untapped.

    e.g.

    Azami, Lady of Scrolls 2{U}{U}{U}
    Legendary Creature — Human Wizard (0/2)
    Tap an untapped Wizard you control: Draw a card.

    If this just said Tap a Wizard you control you'd just be able to draw a card whenever you want.

    I think even better than @modnation675's solution is an intervening if clause using this abuse avoidance strategy:

    "Whenever a land you control becomes tapped, if Seaside University is untapped, tap it and add {u} or {r} to your mana pool."

    Intervening if clauses check the condition upon triggering and upon resolving. It won't trigger at all if Seaside University is already tapped, and the ability won't resolve if it becomes tapped before it resolves.
