Way too OP. Uncapping things without tapping? And for only 1 mana? OP.
I rarely do this for people, cause I'm not the nicest person, so my comment might not be so good.
I would recommend scrapping it. The tapping can be pretty OP, yet the untapping part is the actually OPness. No matter how much mana you use, as long as it doesn't tap, it can combo with Time Vault and some other cards along the way. I recommend scrapping it.
Flavor text is always nice. I can't tech you this in just this fast.
