  Yes, you can. Just make sure to announce it, then design the cards to face off against the cards defending that country.
  
  Create 1 card per card in defending country.

  They enter the battlefield from left to right after at least some of your creatures are on the battlefield. The Paranoid Wizard soulbonds to Dragonlord Silumgar before it's trigger resolves.
  
  Note: You may have some of your creatures enter the battlefield after the defenses. Treat everything as though it had haste for convenience sake. (Ignore summoning sickness!)
  
  Flash (You may cast this spell any time you could cast an instant.)

  Yes, but he said that he will see which one of us captured Italy better. That means we both try to counter Italy, we are both attacking. You wouldn't attack a place you captured.
