Honorable mention #1 - @DomriKade with 'Lurking Nicor'.
It's a very nice card, with very nice flavor - the image of a dragon pouncing up out fo water is positively terrifying! I also like how you managed to fit a dragon into blue, one of the least dragon-y colors out there. Most blue dragons are just blue colored dragons that breathe out ice, so good job for making it different! XD
So, why didn't this get a place? It's mostly because I agree with @Faiths_Guide - trample seems a bit out of color, and I also thing the card's just a bit weird, if you know what I mean - it can be a good thing sometimes, but here it just makes it seem a bit unrealistic.
Honorable Mention #2 - @MaverickGV (Damn, you always seem to get somewhere in my contests! XD) with 'Aurum, Dragon of Greed'.
'I really like it'. I love the greed reference, and how well it fits into Fate Reforged or the Tarkir block. In the end, it just seems very nice.
My one problem? It's not really complex enough, I suppose. It's very simple - which isn't a bad thing - but I do just think there were better entries. Perhaps making the third ability something like: '{6}{b}{b}: You draw two cards and lost 2 life. This ability has delve.' would make it a bit more interesting. It would take the greed thing away, tho.
Honorable mention #3 - @IanLowenthal with 'Timber Guard Wyvern'
It's certainly a very nice card, don't get me wrong. There are a couple o' problems tho: for a start, I'm not sure about how much you want to be basically sacrificing a land to destroy any artefact/enchantment. And - isn't a Wyvern a different thing to a dragon??? Aren't they???

Honorable Mention #4 - @Faiths_Guide with 'Dictator of Malady'.
I like it, but, to be frank, it was my least favorite of the dictator dragons. XD However, it was still a nice card. I'm a bit confused what it's meant to be doing - I mean, everybody sacrificing stuff says a graveyard deck, while your opponent sacrificing stuff says a control-ish deck...I suppose you can run it in a 'all sac' deck?
Honorable Mention #5 - @Death_Methods with 'Envious Dragon'.
Woah there, this is some intense artifact and enchantment hate. Shield your Mox Opals and hide your Ethereal Armor, cause this baby is comin' to town and she is frikkin' killing all those permanents with her weird fire breath (do G/W dragons breathe fire? Hmmm...). I don't know why I've picked this, because I like artifacts + enchantments, but it's hard to ignore how well designed this is.
This was my favorite dictator (I liked the B/W one, but the wording error thing made it hideously broken, I'm afraid ).
Let me draw all the cards!!! A very interesting dragon - most dragons are such fool they would rather throw away their hands than hold onto them. But this fella breaks that stereotype - that's right, he wants you to have 7 flippin' cards in your hand all of the time. It's powerful, but at the same time not OP. A jolly good show, what-o!
1st place is (shudder) a horrifying creature, more tentacle than dragon, a twisted abomination, a disgusting creature, that's name is famous around the multiverse...

I think I've said all I need to say...I find this one really interesting. Sure, the wording is pretty far off, but who really cares? A fantastic card, and a very interesting commander.
