With this Commander you'll be able to trade permanents during the game.
I recommend that you make this contest solely for new creatures, as there was another commander contest within the past like month, so I know at least the winners (including myself) need to make new cards rather than submit old ones
Here's my submission. I went for something more tangible for something that wotc would actually make in a commander

I can just make a new one to submit...
@Tutlaschk's Pares and @RohanDragoon's Anasuv is also old.
Anasuv is not old. I made her today after reading the contest. I'm the one who put forth that constraint because there was a challenge that happened for commanders. But no, Anasuv is not old, she was made specifically for this challenge.
If you check the card, it was made Sept 1 2016
I think you may have been thinking of Kalis, Auraweaver who I submitted to the last commander challenge. But yeah, Anasuv is not an old card
Drulkai, Rejected by Death
Oh yeah, my bad! For some reason my mind shut off and I thought last month was September, totally stupid.
XD
Who doesn't like Izzet Storm?
This commander is for preventing damage by many creatures as long as they're exiled. It'd make a fun commander.
Diaboro is a demon from Grixis, created when the Shards of Alara rejoined. The sheer energy created in the Maelstrom infused itself into a lesser demon, and this fusion of Jund's ferocity and Grixis' heartlessness turned all of that energy into an engine of destruction. He was bound with magical fetters too strong to be broken by any force of Alara, by the Child of Alara itself. Diaboro has raged for decades now, and shows no signs of stopping.
The inspiration came from other commanders with an opponent's lose something, while you gain something, such as Sheoldred, or Urabrask. I took this idea and turned it a bit more towards the opponents losing something, and removed the personal improvement. This general wants your opponents to use resources keeping him at bay, while you use effects such as Act of Treason, or instant speed removal, in order to mess with your opponent's board state further. He also encourages use of effects that profit from your opponent losing resources, which are plentiful in Red and Black. By removing his ability to attack, which in itself is a white or blue mechanic, i feel that i have crafted a card that is flavourful, powerful, and that you can build around without feeling shackled (teehee) to having him on your field.
He is also, i feel, a fun card for use as a non-commander in EDH. For example, dropping him turn 4 as a result of Kaalia of the Vast is nothing short of devastating, and is part of the reason I decided not to give him any built in protection. Feedback is appreciated.
Playing this commander will make you lose friends.
Originally I had him have hexproof for flavor reasons, but then I realized shroud would make him more balanced because you couldn't hit him with pump spells. Because he's in white, you have a lot of anthem options, so I tried to balance that out by making him a 1/1 for four. I don't really know if he's broken, but I do think he's good.
