Suffering is impossible to kill because the -1/-1 counter from persist will be removed as a state-based action as soon as it enters the battlefield due to rule 121.3:
121.3. If a permanent has both a +1/+1 counter and a -1/-1 counter on it, N +1/+1 and N -1/-1 counters are removed from it as a state-based action, where N is the smaller of the number of +1/+1 and -1/-1 counters on it. See rule 704.
Besides, there are lots of other ways to remove it from the battlefield, like exiling for example. Or, if you're really determined, you can just put enough -1/-1 counters on it to destroy it, rendering the persist useless.
"Slayer of Heroes" by @Connor2001 http://mtgcardsmith.com/view/slayer-of-heroes-1?list=user ^Very cool character! But the card is a bit weak. 7 mana mythic creature should be a finisher size, but people wouldn't choose so much expensive(cmc) creature for a commander. And I don't think this Hydra kills so many legendaries. Players simply don't cast legendaries until they get rid of this Hydra. Maybe adding black on this creature and making killing ability as a ETB would be nice.

Actually we don't know how powerful toxin ability cards can be. As @TrippleBoggey3 mentioned, toxin is a "special condition" one. Unless we know how many toxin cards Magic the Gathering has, we can't estimate the power of toxic counters. Mill in mono white is off color pie. But I like how you put those abilities together. This surely makes the choice of Low-flying interesting.

I don't think opponents block this creature. 4 mana power 2 creature is weak. And immolate ability only works when the creature deals damage to creatures.
- 1st place!!! "Luring Slith" by @Animist http://mtgcardsmith.com/view/luring-slith ^One thing we need to think about when we use Low flying is what the creature can have when it is on the ground. Animist came up with lure ability. And Slith ability makes it more fun. If it gained enough power, it can become a predator. I like how the reminder text is reworded, and card balance seem good. Flying in green is very rare, but Low-flying can be a thing. Only problem I can find in this card is this lure doesn't look so delicious to eat. But that is only my taste of art and appetite. Congrats!

^I like the rewording of Low-flying. But other ability doesn't go well with it. If an defending player want to block Pterosaur, his or her life would be very low. If so, you would probably want to attack normally with flying.
