The fourth one
There are several groups of 3 cards that refears to each other. The goal of this challenge is to make a fourth on that synergizes with the others and completes the cycle.

@Biblio2 I prefer if they refer to each other, so no sorry... but you could make a card that refers to these 3 scepters if you want.
