Is it time yet? When then? Now?
Spells in Magic have two basic "speeds." Sorceries can (normally) only be played when it's your turn, your main phase, and nothing else is on the stack. Instants can be played anytime. There are a handful of instants in the game with additional timing restrictions, like "Only during combat," "Only during combat after blockers are declared" "Only during the combat step and only if you've been attacked this step" "Only before the combat damage step" "Only during combat before blockers are declared"or "Only during an opponent's turn." This challenge is to see what you can do with instants with VERY specific times they can be cast. It doesn't have to be one of those listed, there are many others or make up your own. Upkeep? End step? It's all up to you. Just make it interesting and have a good reason for the restriction. Have fun with this! You may submit up to 10 entries. The contest ends Sunday July 3rd. The winner gets 5 favorites, 2nd place 3 favorites, 3rd and 4th 2 favorites apiece, of the winner's choice.

Are they legal even though they don't specifically list phases?
It's a situational preventive Remand, that's cheaper.

I love the idea of secretly naming a card. Does that function the way I think it does?

The problem with secretly naming a card is that if your opponent does something you don't like, you can just say, "That's the card I named," with no legitimate proof or reasob to trust you. It's why Wizards has people reveal almost everything they add to their hand.
You arriving at the same logic I (and many others) did. However, check @Flatfish's comments on the card; he referenced the same theory I did while making the card.
The time restriction is not for the proper function, more of a card alert for Johnnies.
