Make the craziest, functional card possible.
Title says it all, make the most insane cards you can that can still work within the basic rules of magic. many rules can be altered and broken, but you must be able to play with the card on the field for at least one round or more. (your turn, then to your opponent and back at least once after the card has been played.)

@TrippleBoggey3 I agree Banding is quite the rules headache, but not quite the level of craziness I'm looking for. I'm thinking more cards that wizards would never print because of the level of complexity they add to the game.

Arcana Influx {7} (6 is a bit too easy)
Each player reveals the top 5 cards of their library.
All creatures revealed may be cast without paying their mana costs.
All instants, without the word counter in their card text, may be cast without paying their mana cost.
All sorceries revealed this way may be cast for {2} less.
Put all other cards revealed this way into their owners hands.
All in all, it works, but requires a lot more text then you probably thought. also, any reason why you left out enchantments, and only made sorceries cost less?
Another thing, there is not "may" in the statements. I intended Arcana Influx as an instant frenzy of summons that is not optional, disregarding Sorceries.
Arcana Influx {7}
Each player reveals the top 5 cards of their library.
Starting with you, you cast an artifact, creature, enchantment, or instant card without the word counter in its text without paying its mana cost, then the player to your left may do the same in order until all cards able to be cast are cast.
Put all lands that were revealed this way onto the battlefield
Exile all sorceries revealed this way, their owners may cast them from exile without paying its mana cost, but only during his or her turn.
Put all other cards not put onto the field or cast into their owners hands.
It's a big block of text yes, but it shortens the amount of chaos aside from how the board will change. Either way it's definitely going to be complicated, there's no way to get around that. All aside I think that's as close to perfect as you're going to get.
Also, I think you may want to put some color to the card, it's a very complicated ability that i think would fit best in either blue, or red. You could also make it phyrexian mana so you dont have to have the colors to cast it, just the life.
