No... Not at all...
So how do you play this bloody commander? Well, OBVIOUSLY he wants a homunculus tribal deck, featuring favorites like Curious Homunculus and... Whatever that one from RTR is called.
Oh yeah, you can also play a Lodestone golem to make Bhurman cost more. Making an extra 0/1 is totally worth the mana.
You could also play a mono- blue control shell with this guy. There are certainly no better blue one-drops to use "cough" BARAL "cough".

1st place: Mother Tideswell by @Beeswax: The wording's a little odd, but you've created a very fun and interesting sea monster commander. I also didn't expect anything like this for a one drop commander!
2nd place: Bubu and Bobo by @Ludos: I'm not usually the biggest fan of "cute" cards, but the design is interesting here, methinks.
3rd place: Andraemos the Searching by @Gelectrode: It's weird, but it has a fun concept behind it. I'm also a fan of politics, so this scores a couple o' extra points with me.
Honorable Mention: Kiribou, Hellfire Wolf by @Tomigon: I like the randomness, and also how you may want it to be damaging either your creatures or someone else's.
