Draw Power Contest
Drawing is easily one of the best ways to stay in control of a game. Having a hand chock-full of counterspells and other delicious options makes the game almost unfair.
So, yah.
Your objective is simple: Create ANY card that creates drawing. Whether it's group friendly, Overpowered, or comes with a price, is up to you.
OTHER RULES:
New cards ONLY
Max ONE entry per person so I don't get really confused
It doesn't have to be blue
And any other rules/questions you guys have you can let me know.
I will be judging on a 20-point scale based on -
Creativity - /8
Balancing - /6
Card Art/Flavor Text/Looks - /4
Other - /2
Contest ends December 20.

EDIT!: Grammar changed, and ability changed too to be more black. ( no racism)
Any comments? Is it too op? Too underpower
For wording reasons you should change it to
"When Diplomat of Power enters the battlefield, you may pay 2 life. If you do create a 1/1 black skeleton creature token.
When Diplomat of Power dies, you may discard a card. If you do draw a card."
Seems reasonable for uncommon however the last ability is more red or blue. Often black will pay life, sac creatures or exile cards from graveyards to draw cards.
Also Necromancer is a new creature type as far as I know. Interesting choice however WOTC would probably just make it a skeleton wizard or skeleton rogue.
I can't really see it since you haven't set a link but the artwork looks pretty good and works flavourably.
