You tap a card to block with it, which is why it enters tapped and blocking. Kinda like tapped and attacking.

I'm not sure if an instant/sorcery even has to have text on it. This card could be used to activate triggered abilities of cards for a very cheap price, such as Quiron Dryad or the new Aether Revolt card Paradox Engine. I'd like to hear your ideas.
