Awesome artwork! Make sure to say "land card" not just land, and unblockable isn't a keyword, WotC says "can't be blocked".
I'd do:
Wayfarers of Calamity
Creature - Spirit
Wayfarers of Calamity can't be blocked as long as a land card is in the defending player's graveyard.
Discard two cards: Return Wayfarers of Calamity from your graveyard to the battlefield.
Transmute {u}{u}{b} (Discard this card: Search your library for a card with the same converted mana cost as this card, reveal it, and put it into your hand. Then shuffle your library. Transmute only as a sorcery.)

The reverse-Strive mechanic didn't work very well with either multicolor cards or counter spells for Decree of Emergency ^^
As for Whip of Justice, it was a flavour fail as it clearly mentioned the city of "Certa" because it was designed for another contest ^^
To compensate, here's a vertical cycle of 4 new cards for Azorius, featuring my new homemade keyword ability "Mulct" =D
