I tried to make it balanced by rushing the storm player to go off quickly, but still, it seems like something broken for storm.

Challenge: Make a scry or card draw spell (any color, must be an instant or sorcery).
Not every outcome scries or draw, but the majority of them do. If that's not okay, please let me know and I'll fix my entry, if I'm allowed.

The whole idea of the card was to get an effect that is slightly ahead of curve at 2 mana, but have it usually be randomly decided. It certainly is a wall of text, but I believe that was the best way I could format it based on cards like Nissa's Revelation.

You were the one who made a flavorful creative draw spell in Golgari colors. I think you have a card that makes a solid competition! It's honestly anyone's game.
@MaelstromMaster and I will have to forfeit. School is almost over, and we have to turn in our laptops. Sadly, neither of us have another device to continue creating cards on. Thanks for the contest and good luck to everybody else.
