Probably a dog or bearded dragon card as well.
Technically about someone I care about.
The mechanical effects I can see:
1) combines library and graveyard into one zone
2) hides the library and graveyard from tutoring, milling, jester’s capping, tormod’s effects, reanimating
3) keeps you from losing from not drawing a card because the draw pile and discard pile are combined in the exile zone.
4) grants the possibility of re-using cards in the exile zone that are not usually available to regrow.
5) nullify “draw a card” abilities and the card draw during your draw step.
To me, that doesn’t feel like a lot for nine mana.
On the other hand it allows unlimited tutoring using any ability that allows you to regrow a card from your exile zone. You can pick anything not in your hand or on the battlefield. I am not aware of any ability like that but it certainly could come to exist. (Eldrazi processors do it, but only move cards from exile into the graveyard.)
It does feel incredibly blue though.
My suggestion is 3UUU. What do you think?
