I think the best group to vote for would be the Sun Empire. Although they are not the nicest people on Ixalan (That award goes to the Trilobites), they built Orazca and it is their ancestral home.
But, if the pirates somehow win the points race (which I don't think they will at this point, but who knows), Storm Fleet for Life!
