On Innistrad, those who fought against the horrors were often revered and worshiped, even in death.
(It shows why the card is as is, and why it's mtg 2019. So that it's both standard, and follows the black theme of the Innistrad zombies returning once more in MTG 2019 core set)
How about ascend with a mechanic that exists in the same set, the transform lands?
(Note: I used the gold border for the land to make it look a bit like the existing transform lands. The colorless land border is not the best for this.)

This is not a valid entry since "monarch" isn't standard.
I think the city's blessing doesn't have a big enough impact on that enchantment.
