I like the core concept but you're touching a very dangerous aspect of the game ^^
Do you know the card More or Less from Unstable? https://media.wizards.com/2017/ust/en_FCeVrsPYmJ.png MaRo made a series of Podcast on every non-contraption card in Unstable, more or Less appear in part 4 or 5 (Drive to Work #557 or #558). In this podcast, he stated how this is something black border doesn't do because numbers are the most important knob for D&D to balance cards. Which makes More or Less one of the top 3 most broken cards of Unstable according to him (if you know the set a little, you know that's a pretty impressive feat xD)
Now, Transordinal Bauble is better than More or Less in that it's colorless, it's repeatable, and it can increase/decrease numbers by one OR MORE. I think that, based on the comparison with More or Less, it's safe to assume this card is immensely broken x) For instance, it can be a two-mana colorless Swarm of Intelligence in the right deck (a 7-mana enchantment) https://scryfall.com/card/hou/50/swarm-intelligence
Unfortunately, I don't think there's really a way to fix this card. Changing numbers in spells is simply broken, which is why it's silver-border territory only

Would the effect be better if it replaced a value with the number of charge counters on Transordinal Bauble? That was my original idea, but I was too lazy to format it as so.
