Cityfolk of Athera
Athera Collaboration Set is looking for your help!
Lamo and I want you to try your hand at making some cards to help fill a faction within our set.
Our past set challenges
http://forums.mtgcardsmith.com/discussion/321/fiends-of-athera-challenge/p1
We will look at every card made and the ones we like will earn a spot in the set. Each card selected will be given credit to the original cardsmith. If you add a link to your art source we can often use the same art, but if you cannot, that's alright too! In some cases we may change the art or functionality of the card to better fit inside the vision of the Athera Set.
Below is the lore of the Cityfolk faction as well as a card count and card list. Please take a look and help us fill out this set!
CITYFOLK - White/Blue
The cityfolk live in the vicinity of the Druaga Tower. They exist in blue and in white, and are composed of Humans, Advisors, Wizards, and Soldiers. They're largely an organized and disciplined bunch. They have an amicable relationship with the Adventurers, but see them as reckless. They allow Fiends into the city in return for heavy taxes, but do not trust them.
Their mechanic is Collective, which reads "This creature has all activated abilities of creatures you control with collective." The suggested cost bump for Collective is 1, and most creatures with Collective should have activated abilities to contribute
Collective (This creature has all activated abilities of creatures you control with collective.)

I wanted Banishing Knack, but I didn't want a boardwipe. So I had to make it worse.
Merciless Merchant

Beloved of the Pit (Not TECHNICALLY a cityfolk, but it has collective. Let's get Mardu.)

Might be a wee bit overpowered, or requires some text editing or change of art, but this has a certain feel to it, sorta azorius, sorta not

Rebuke the Foolish
{3}{b}{b}
Instant
Remove all attacking creatures from combat. All creatures removed from combat this way are tapped and do not untap on their controller's next untap step.
"While fools rush in where angels fear to tread, a simple scolding is enough to dissuade them from doing something stupid."

This card plays off the Cityfolk's desire for order via intelligence. I mostly based it off of what you said their relationship with the Adventures is like: I can see higher ranked officials of the Cityfolk verbally lashing out at some adventures, pacifying them for a while. However, when have a few words ever stopped one who desires a grand adventure?
The mana cost is Sleep's mana cost +1 for being an instant. I don't know how necessary the sleep effect is, but it felt more thematically correct with it rather than without.
The card is an entirely defensive card, but there are two different ways to use it. It can prevent a scary swarm of creatures from your opponent and delay their next assault, but in a pinch you can save your own creatures from a bad spot by using it on yourself. Sure, your creatures are out of commission for a while, but having Collective really mitigates the damage you'll deal to yourself.
I'm curious, but what happens if you somehow slap Collective onto a noncreature permanent? I thought it'd be interesting to submit a noncreature permanent with Collective, but I figure that might interfere with your rulings, seeing it only includes creatures.
@Damnation
Actually, that makes me curious too. What happens if /somehow/ I snuck Collective onto something like Celestial Colonnade or Mutavault? Could I transform the Colonnade and turn all my creatures into lands/more Colonnades?
Those might be interesting interpretations of the mechanic, but at this point, at least for Athera, they've limited it to just creatures. However, there's nothing that says you can't make a walking manavault

Caravan Trader
Here's your /somehow/...They already made it part if the set: http://mtgcardsmith.com/view/anu-god-of-the-heavens#.VYCu0C4o5Ds
Also yeah, if you have Anu and then transform colonnade, all your other creatures can become colonnades, but they won't become lands.

I'm not positive on the flavor of the set...but here is a guess on what may happen.
Misused Aviation

The Royal Archives
http://mtgcardsmith.com/view/the-royal-archives#.VYF5-_lViko
pretty much the majestic library where the books come to life and give your creatures mana producing abilities.
Planetarium Timekeeper

Lands being a theme of the passing time as only one a day, and every week (seven days/turns) you can start over.
