So it depends, if Drugarian learnt this stuff, which he did.

If a spell an opponent controls would counter a spell you control, you may return that card to your hand and cast Lightning of the Ghitu without paying its mana cost.
"'You may cast that card without paying its mana cost' is part of the resolution of cascade, it allows you to play that card AT THIS TIME. Cascade is done resolving after you either played that card or put it back under your library with the other revealed cards. The timing restriction of whatever card it might be does not count as you have an effect which explicitly tells you that you may cast it (and therefore ignore a game rule)."
