The amount of loyalty counters a planeswalker has stays on him/her even when they transform. If you want the amount to change, make sure Aeon is exiled, then returned to the battlefield transformed under your control.
I remade the card soon after posting it, should be more balanced now
Why use the ligature Æ? Easier to use AE no?
Also I feel like control players would use Æon as another Ensnaring Bridge and not use his abilities at all, just let him sit there and prevent anyone from attacking so you can win with your alternate win condition.
Also your joke about the ten alternate Ravnicas is getting to me more than intended…I need to figure out all the planes! Are these correct?

And as for control players not evolving hin, that's perfectly fine. You are only supposed to evolve him when you really need to, fitting with the flavour that sphynxhood is hard to gain and only given out in most dire times.
