@EnvyReaper I am merely saying that you will need some lore element to make this concept possible as a set in a combat based game. For example, Rezatta is a renaissance plane, although we are working on a set conflict. For Dumaran, perhaps the farmers are overthrowing a corrupt feudalistic ruler.
Otherwise you'll end up with the following dilemma:
All limited (i.e draft and sealed) environments need kill spells. This is an example of a fair and balanced one:
Card name 2BB Sorcery (Common) Destroy target creature.
How do you flavor this spell in a set with no combat? How do you have a single creature without defender in a set where no one fights?
Cook: When this creature enters the battlefield, deal damage equal to it's power to target creature you control, if it were to die this way, you gain life equal to it's toughness.

also, yes we can. we're doing it right now
If you disapprove of this then please don't comment, this is meant to deal with artisanship and all that amazingness

If you need inspiration, I recommend Lorwyn. This set is WotC's most lighthearted by far, yet it still involves combat and fun gameplay.
