An heir of Noire challenge (Noire and Mafia themed cards.)

Hello fellow cardsmiths, my other contests and challenges are closing soon after distributing prizes. So I wanted to host a new challenge based on Mafia and Noire themes. I will be hosting my "moral of the story" challenge mid January still. So without delay, here we go!

Which rapscallion do you propose take over the underworld?

Contest Quote:

Prizes:
A) The top card's smith will get the following...
- A follow from us.
- 5 favorites of your own choice.
B) The next top two cards' smiths will get the following...
- A follow from us.
- 3 favorites of your own choice.
D) [If enough participants] Each of the honorable mentions' smiths will get the following...
- A follow from us.
- 1 favorites of your own choice.

Due Date:
The due date for this contest is the 6th of January. Late entries won't be accepted since we want to keep our contests/challenges contained to their timeline.

Rules:
1) The card must be themed around the Mafia or Noire.
2) No entry limit.
3) Up to two old cards may be entered.
4) Make sure to credit the creator of the artwork on your cards.

    I have lived in Japan for over nine years, and when I think of the Mafia, Yakuza come to mind. I hope you don't mind that is what I interpreted.

    This is a permission commander. It isn't obnoxiously oppressive because counterspells are bad in edh. It would be super strong in standard but the three colors means it's a build around, and the smaller card pool means you can prep for it. In modern, probably way too slow, and the resources you need to stall it out make it not worth it even when it drops.

    This is really similar to Rousing of Souls but more mafia.

    Vehicles are probably my favorite cards to design nowadays. This is a really aggressive two drop either way, but you'd only really play it with red or black. In standard, this might be a 3 or 4 of in any aggro deck. In modern, this might be able to find a spot in a swiftspears or young pyromancers deck. Not really playable in anything else.
