Because tensions are rising, I can send in a spy in increase tension over there, lower their defences, and be less of a target myself. I also get their information about aggressive, non-dragonrider natives.

In order to send messages back to their leader, Xiin-Clieva, the Anarchistic State of Rathalka has set up long distance portals with Valinus acting as the head engineer for said portals. This also means he is quite adept at sending moles back to spy on their own nation.
Basically my country responds to the tensions by making sure it is clean of spies so that no valuable info is stolen.
