@shadow123 When this creature leaves the battlefield, if you have the city's blessing, the incarcerated permanent remains exiled. (It does not re-enter the battlefield.)
Also, it needs Ascend on it...
Ascend (If you control ten or more permanents, you get the city's blessing for the rest of the game.)
Funny thing is that if he leaves play all the stuff you freezed with him will still not untapp on your next untap step ^^ a rather... chilling... thought! XD
Meant to use the bury mechanic but Faiths_Guide makes a good point about the keyword so I'm just using the mechanic and putting the keyword in the flavour text!
Alternatively, it'll read as "Bury all nonland permanents. (Shuffle those permanents into their owners' libraries.)
Thanks! A lot of mechanics have good gameplay but don't hold their weight as named mechanics. I thought this was the best solution within the contest rules

Plunder: I changed “Discard N cards” to “Discard N cards at random.”

Edit: Card pulled closer to the center of balance.
I'm also not a fan of keyworded abilities that involve shuffling as they slow a game down so much.
Apparate [card, spell, or permanent] (Its owner shuffles it into his or her library.)
As seen here: https://mtgcardsmith.com/view/petal-gust
Freezing out those that want to play unfairly.

Freeze (Unnamed)
Incarcerate
I like that you chose to "un-name" some of the mechanics.

Definitely. It is often the case with custom mechanics.
Edit: Increased toughness so it wouldn't be underpowered.
Plunder N (Discard up to N cards, then draw that many cards.)
I took the liberty of working within @Animist's Plane (Pelavor) once again.
It has hidden Garruk Wildspeaker flavor text.
Sort of a Feldon enchantment.
