I feel like the step involving putting a counter on the creature is just unnecessary in that case. Maybe I'm overestimating the amount of setup it will take to "go off" with the deck, though.
The way I see it, one witch running hex counters is a small engine in of it self, but once you get two of them, they each feed each other, and it become a win-con. As well, playing with counters allows us to make spells that interact with them direct, as in putting counters, moving counters, removing counters e.t.c.
You know, I just realized, why not just make hex counters -1/-1 counters? I feel like people would rather put -1/-1 counters on their opponents' creatures than "sometimes these creatures can't block" counters.

Then I'd recommend a keyword based around "for each Witch you control" effects rather than doing it through hex counters.
