I'm not exactly sure how that card works, could you explain
Here it goes (assuming it's a 1vs1 duel):
> You cast the spell during your turn.
> No one counters, it resolves, each creature gains 'blight 3' in its text box.
> You pass the turn (assuming you're not doing anything).
> At the next player's upkeep, they put three -1/-1 counters on each creature they control.
> They do whatever they can do.
> They pass the turn.
> It's now your upkeep, you also put three -1/-1 counters on each creature you control.
> Then the 'blight 3' effect ends.
