For reprints, I think it would be best for islands to have reprints if their designers want them to, but as we need a heap of mono-cards at least some of them should be reprints. It shouldn’t hurt the set.
Hey @Scott_Anderson, I'm probably going to have to step down from the r/g/u vs w/b part, what I had in mind just wouldn't work. I'll defiantly know tomorrow if I'll come up with a way to save the idea.

I'm also having some trouble with my colors. I like Azorius, but I don't really know what to do or how to do Jund. I think I have some decent ideas for it though.
Maybe start off by including some of your better older cards that may work with the set? Then expand from there. That's what I have done atleast.
@bowler218 Any of the color pieces can be hyper aggro if you decide to go that way. Mardu is probably the lowest-to-the-ground shard but you can build any of them however you want in terms of how aggressive it is.
My Boros is very aggressive but with a high curve and my Sultai is more utility and grind midrange.
@bowler218 you have the right idea! This particular card has one issue (the /-2 is too much) but it’s very Mardu. If you look to the “Ascendency” enchantments from Khans block, you have the same feel here.
@Ranshi , I apologise for calling them bad. However, bluntness is the best way to make progress with card design and for improving balancing. No use beating around the bush when there's a proper set to make, after all.
I'll try not to be too critical in future, though.
I've come to review the rest of the cards, and some old cards that I overlooked.
1. Queen of the Moor is too good. 3 mana and 10 life for 5 cards is value that cannot be matched, it'd likely take over standard and possibly modern with the help of Oko. Have it look at the top 3 cards of your library and exile one instead.
2. Thurien Hascoet just feels bland and unappealing at Rare. my suggestion is to make it a 4 mana card and replace the Green Hosing Ability with a Zombie Support ability.
3. Venomous Dreams is out of the color pie. White does life total exchange, while Blue has nothing to do with life manipulation in the current sultai pie.
4. I suggest bringing Necrahelion up to 5 mana. A 4/3 with a 6 life swing is quite potent at uncommon, especially with the upside of coming back.
5. The B/G Color Pair should be restricted to reviving Creatures. Something to note is the fact that a 4 mana resurrection spell is already very good in Standard, so that's a-ok.
6. U/G does not do Equipment. In fact, U/G has no colors that do equipment.
7. Olgierd Szarek could be changed to cost 1 less for each Soldier you control, then removing the -1/-1 counters clause for "Each other Soldier you control gets +1/+1" and "Each other Human you control gets +1/+1".
8. Earth, Wind and Fire should not cantrip.
9. The Battle of Kremser Field should be 1 mana and have a less important name.
10. Dwarven Redsmith is silly as Red does not do +1/+1 Counters or Hexproof, and White is only tertiary in Hexproof.
11. Mother of Autumn would be bad as a 3-mana card. I suggest retuning it.
12. Igor is eh, since Red doesn't do indestructible or "Look at the top cards of your library" effects unless it's scry.
13. Tobias Thon is eh for the same reasons.
14. Troglodyte Delegation feels straight out of Homelands and in all honesty I don't like it. Troglodytes are sort of iffy as a tribe and the card does nothing upon immediate impact to the board
15. Ph'lippe van Oss is brutally underpowered, and Blue doesn't do paying life.
16. Elect is Resurrect Dead. There's a reason that Resurrect Dead effects weren't brought back, because they are long and confusing.
17. Cledd Merrick is underwhelming at Rare.
18. Remove the Landhome Ability on Dryad Invoker, and make it purely Blue.
19. People already know how I feel about exile-based synergies.
20. Devour is a Warleader's Helix for 3 mana. Make Devour 4 mana and it'll be less too good.
21. The eyes are still unappealing.
22. Taste of Honey is Control Magic, and Control Magic is too good for standard or modern. Change it to 6 mana and have it give the enchanted creature +1/+1 or something.
23. Beebles are the representative race of the Beeble scale, and Mark Rosewater himself has not wanted them to come back.
24. A Stolen Moment is too costworthy. Make the initial instance 2 mana and maybe it'll catch on.
25. Dwarven Pikemen should be a 2/1 for 2.
26. Ill Omen should be replaced by a reprint of Mind Rot.
27. Skylla and Akheilas is too much of an important name for a random 3 mana common.
Personal Suggestions:
1. When designing a card, always search up similar cards in Scryfall or Gatherer to get an idea of what mana the effect should be at.
2. You do not need so many hoser cards for a set.
3. Too many mechanics ruin a set. Also, Dignity is really bad vigilance.
4. So many of the cards feel straight out of Homelands. 1/1's for 2, 3/7's for 6, 6 mana 5/6's with conditional flying, confusing wordings that don't work, and off-color strategies or cards. Look at new cards and find out which mechanical things are still used today, and what beloved rares look like.
