And yes! It is a lack of sleep, specifically a condition that makes it difficult/impossible for one to fall asleep, resulting in detrimental effects on their health.
I try to represent that in the card by making it so that whenever the creature would be tapped (i.e. when it would "rest"), it instead gets weaker and stays "awake" (untapped).
@Scott_Anderson Good question. I hadn't thought about that. Probably until either roundabout the 20th of March, or until it dies down, whichever comes first. I'll update the top. (Again.)

@WarriorCatInAhat I've got some feedback for your card and felt it would be easiest to leave it here. Apologies in advance to anybody who thinks I should take my rules criticism somewhere other than a flavor contest, but the point about the artist credit at least is relevant. Here goes:
- The artist is Ryan Barger and the art originates from a real MTG card, Knight of Obligation. It's also a knight that's related to the Orzhov, funnily enough. Try to credit artists whenever possible. - You've misspelled Homunculus in the creature types. - The card's effect is mono-white in color identity. Black's aspect of the color pie doesn't include applying mana taxes to others in any form. As a result, the use of hybrid mana is incorrect here, as it allows me to play a card in mono-black with abilities that it shouldn't have access to. A cost of {2}{W}{B} would be better.
