New Rule! contest

I have recently realised that I like the idea of certain cards, like Smothering Tithe and Ghostly Prison. But it isn't the Tax aspects I like. It's that they are enchantments that change the rules of the game. So, the challenge is:
Make cards that change the rules of the game. Enchantments and other permanents are preferred, given my bias against instants. (Hail Dromoka, who protects us from ye evil of counterspells.) What I mean bby changing the rules of the game can be summed up in these example cards:

This card simply changes the basic mechanics of drawing cards.
   
This artifact counters the slight drawback with a greater gain.
   
Finally, this card is a strait advantage, forcing your opponents to pay life to attack you.
