@AboveAndAbout you see, the Orzov syndicate's oligarch's rules or any rules for that matter don't apply to Arn. Its a matter of trial and error. Arn will simply torture someone until he gets the desired result before killing them, after all, he has all the time in the world. So technically speaking, the prior statement is right.

Oh, that one is tricky. Ok so one idea for the cmc range could be "Whenever there (X) or more instants or sorceries in your graveyard, you may transform (character)" then when transformed "At the beginning of each end step, If you cast an instant or sorcery spell (or didn't cast depending on what you want) It transforms back to a (original state)".
A second suggestion would be: To transform - "As long as you control (x) lands transform (subject)" and then when transformed "At the beginning of each (Insert phase) (T) players mill (x) cards then if less than (Y) cards are in (player's graveyard) then transform back to original."
@FourEyesIsAFish bit late, but I think it would be cool to have it embody both themes. The front side could be similar to the Budoka Gardener guy, and have "At the beginning of [step name], if you control [number] or more lands, you may transform ~." the backside can have "At the beginning of your [step name], transform ~ if you have less than [number] of instants/sorceries in your graveyard. Otherwise, you may transform it." This makes it so if you want the front side, you can have it, but sometimes the front side is forced.
