You described the ability like this.
Impart {cost} - Tomigon - Impart {cost} ({cost}: When this creature dies, you may pay its impart cost. If you do, target creature gains all activated abilities of this creature.)
But original has no "{cost} :" in its reminder text.
Check out my original :
http://mtgcardsmith.com/view/scryer-adept-10?list=set&set=1178
It is written as a triggered ability, which triggers on death.
Similar example is this :
http://gatherer.wizards.com/Pages/Card/Details.aspx?multiverseid=401804
It also requires cost to gain effect, but it's a triggered ability that triggers whenever a land enters the battlefield.
I know you are sorting abilities with your original definition. But speaking of my impart ability, the difference that it's an activated ability or not is very important. Because if impart is an activated ability, impart ability is also imparted. Then it causes memory issue. The more abilities are imparted, the harder it gets to remember which creatures have which abilities.
Oracle, I felt like with this effect though, it was better as a card within itself

Dive, I felt that this was so weak an ability it didnt need a cost

Temerity, forgive me if I got this one wrong. I meant for it to either inflict the damage on you, or give the chance of it hitting another player and simply taking a chance for the effect.

Pact, I chose life instead of mana because of the creature

I did a lot of research just now and I think I have a better idea based on what you said and the information I found...
602.1. Activated abilities have a cost and an effect. They are written as “[Cost]: [Effect.] [Activation instructions (if any).]”
Impart, as you have written it, is not an "Activated" ability, even though it has a cost. I will put it in the triggered mechanics and fix any others that need to go over there.
(by the end of this, I think I'll be an expert, but I have a ways to go!)
I really appreciate you are doing this works. And I'm enjoying your community mechanic challenges very much
By the way, there's one more thing..
You wrote my Bloom ability like this;
Bloom {X} ({X}: Put X bloom counters on this permanent. As long as it has a bloom counter on it, it is bloomed.)
But I wrote the ability in original Mechanics Encyclopedia for ALL like this;
{Cost} : Bloom N(Put N bloom counters on this permanent. As long as it has a bloom counter on it, it is bloomed.)
I meant {Cost} can include not only mana, but also tapping, sacrifice, paying life etc.. So it's a big difference. Hahaha.
And strictly speaking, it's not an activated ability neither. Because there's no " : " in its reminder. It is categorized in "keyword action". Proliferate, populate, Detain.. etc are also keyword action.
So I appreciate if you could fix that as well.
