I notice that there is no rare blue instant. An instant is not a flip card of course.
So one idea I have is that there is a blue card draw instant.
The other idea I have is a creature that flips to an enchantment that has an alternative win condition.
Do you have an idea?

The only power attributed to her is the ability to grant shroud.
So, brainstorming:
Svyelun of the Pearl Moon 4U
Legendary creature - Merfolk God
Shroud
U: counter target spell targeting a merfolk creature you control.
When you control seven or more islands, transform Svyelun of the Pearl Moon.
