In third place, we have Expected Ploy (http://mtgcardsmith.com/view/expected-ploy?list=user) by Gelectrode. This card is unique in being a sorcery and has a neat design.
Second place goes to Double Reaping (http://mtgcardsmith.com/view/double-reaping) by booman27. I really like this black counterspell and it's Dark Confidant-esque ability.
And finally, the winner of "Counter Target Spell" is Animist, with their entry of Fool Me Once (http://mtgcardsmith.com/view/fool-me-once?list=user). The flavor of this one was too good to pass up, and is well rounded and fairly balanced.
