@Fantastickill7 I thought about the card's concept for almost a day before making this card, I'm quite proud of how it turned out, honestly. I hope you like my other entries too (tomorrow I'll try to upload my last one).
It is to be assumed that the way that planeswalkers get one ability use per turn would be extrapolated into once per turn rotation. He passive ability means that you can do things on other players turns instead of your own, but not every turn.
"The rule that says you can activate a loyalty ability only if none of that permanent’s loyalty abilities have been activated that turn still applies. In other words, you could activate a planeswalker’s loyalty ability once on your turn and once on each of your opponents’ turns."
