@Dizzydude Maybe you are mixing up stack and the battlefield. SPELL can only exist on the stack. So if you copy a spell, it disappears as it resolves. That's why there's no cards that let us copy permanent SPELLs. Using tokens is the right direction, but there's still an issue. In the new version, "it" indicates "this spell". There's no spell token in MtG. Tokens are always permanents. So the timing it should create tokens is not when you cast that spell. It should be "When this creature enters the battlefield".
Devour uses two nice things about Legion mechanic- 1, etb and 2, tokens. Very clever! I would make the legion cost more expensive though. It's a very dangerous mechanic, especially in limited.
Stealth+stealing something is super flavorful! 1st mode cleverly uses the sorcery clause of equip ability. The 2nd mode is especially my favorite, because some Auras in recent sets have EtB abilities.

Final Entry. Simple, but, I think it's a neat new cat tribal commander using two of the mechanics.
