Basically design a cool "Birds of Paradise" the only thing asked is keep the name "Birds of Paradise."

So you're saying that playing one card that taps for any mana + deals 1 damage to you is somehow "better" than playing a land and a creature, both of whom tap for mana, at no cost? You do realize that mana confluence only taps for one mana.
Birds of Paradise are not played because it's a 0/1 with flying, it's played as a 5th-8th Noble Hierach or as extra fixing for decks outside of bant colors.
Sure, Noble Hierach is better than BoP in almost any case due to exalted, but GBR or any combination hereof, cannot use it and BoP is good ramp for them. Just think of BoP as a land vulnerable to creature removal and it can block in a pinch, really.

I was just making the point that using "cost" as the only metric for a card's powerlevel is not a productive way to go around magic cards
