That's a fantasy version of Darth Vader, the rules text is meant to represent the transition of Anakin to Darth Vader, becoming an artifact creature that is dependent on its equipment for survival. The quote attributed to Nicol Bolas is actually one from Emperor Palpatine.
The second I saw the theme of the month I knew I had to do a Star Wards card named The Imperial March.
I could totally see bolas saying that though.
