Typical Blue/Red commanders care about either instants and sorceries, artifacts, or drawing cards. Creating "better" commanders depends on what type of deck you have. Is it an instant/sorcery matters deck? An artifact matters deck? Or, is it something completely different?
I do see some issues with these cards (Mostly with Quadrant):
Cards with partner have the partner ability at the bottom of the text box, unless it has "Partner with [Cardname]", in which the partner ability is at the top of the card.
For Quadrant's activated ability, the mana symbols are swapped (It should be {3}{u/r}). In addition, I don't think you need some of the text for combine. It could say "You may cast target instant or sorcery card from your graveyard without paying its mana cost by paying {3}."
I also have some personal thoughts about these cards.
Both pieces of art are actually merfolk in the Ixalan block. There isn't necessarily a problem with using art already in mtg, but I'll point out in case you weren't aware.
I don't think that Quadrant's ability (Combine) needs a name, unless you plan on using that same ability on other cards.
Overall, I think these seem like a nice pair of commanders. I don't think you need to create "better" commanders. Instead, you could tweak these until they work well with your deck.
Thank you, @feralitator ! I knew the first one's art was on a card, but not the second. I do plan on using the Combine ability on other cards. They work well in my deck (I used every thing it's centered around in the cards), I just didn't know if anyone had anything better. I also over looked the Partner thing, so thank's for pointing that out!
I can't draw either. I usually get my art from places like Artstation. It's where at least some cardsmiths get their art from, and also has the artist credited (Which is a good thing to do when using their art).
