Things you can do with Storm Crow: -Win on turn 23 by itself. I know right. Crazy stuff. Imagine that with extra turn effects.. broken as hell. -Pitch it to Force of Will. I mean how many cards can you do that with? -Fly over Phyrexian Obliterator, Progenitus and Ulamog, the Infinite Gyre. So you can't even stop that 23 turn clock. That's power creep for you. -Kill 1/1 soldier tokens all day. Yes I'll kill that one.. and this one and that one. -Make it indestructible with Darksteel Plate. That's why it's banned in Commander. -Give it infect with Phyresis and win in TEN turns. Oh my god. -Give it protection from black with the swords and it's immune to Doom Blade! or red and it's immune to Bolt! -Lifegainwithbite
@Oduda , it says you need to remake it "using new art", but it also says: "The card must be new." - and I interpret that last one to mean newly made (for the contest). I could be wrong.

The joke began as a reaction to the over-the-top blue hype of the day -- between Force and Diminishing Returns, many people said that Alliances had given Blue all the best cards. There was some serious-sounding hyperventilative discussion of whether it would ever be sane to play any other color. "Alliances broke blue" is the sort of thing people would say, as well as "Force of Will makes any random blue card better than every other card in the game." Stuff like that.
In response to that, people would jokingly assert that Storm Crow must be the most broken card ever, because it was blue and printed in Alliances. This made all the more sense because of the flavor text [note: "It tells you that the worst is coming. Do you listen? —Lovisa Coldeyes, Balduvian Chieftain is the original flavor text] (you can read "the worst" as "the worst card ever" literally or as "the most devastating card ever" playfully).
Most players who make Storm Crow jokes nowadays aren't aware of the history of this tradition, but hey, it's great fun to see people get so much amusement out of such a mediocre card. And I like the jokes about the new reprint flavor text better anyhow. Storm Crow returning, we'd best get to burning!
