and
Infect (This creature deals damage to creatures in the form of -1/-1 counters and to players in the form of poison counters.)
Both of those specify to whom they deal damage in the form of -1/-1 counters. A creature with decay will attempt to deal damage to players and planeswalkers in the form of -1/-1 counters which isn't possible.
Rewording: Decay (This creature deals damage to creatures in the form of -1/-1 counters and receives damage in the form of -1/-1 counters.)
