No. 1: Savage Rejection

This card is a twist on a counterspell that has a different effect depending on what is being countered.
No. 2: Saoganjo, Precipice Monastery

While not technically blue, it does add blue mana and it does have a distinctly blue effect, as well as flavor. I am particularly proud of this card.

An idea that has been floating around in my head for a while, this is an indirect method of drawing cards that has even more random to it than just drawing a card. Even in a library manipulation deck, unless you've scried 7, you don't know what you're getting. But the relatively cheap mana cost and extra fateseal, I think, make it well worth it.
There is an officially existing card named "Reflector Mage". Pro tipp: Search at gatherer or magiccards.info for the name you want to give your card before uploading it.
