But of course Khare is not completely defenceless, the military prioritise the richer districts over the slums - and leave the wealthy districts well guarded and their pockets full of gold.
When a child of a Khare noble comes of age, they parade through the streets of Khare wearing their finest clothing. They are, of course, heavily guarded by the military.
Upon the shores are Swindlers and neer-do-wells and all is fine with the world. But beyond the shores, beyond the walls and into the Badlands may be the worst of the worst, or nothing at all. Who knows?
Even if one has survived the Dust Storms of the Badlands, and has made their way to one of the cityport's many gates, they have yet another challenge. One had better make sure there are no bounties on their heads or warrants out on them, or they'll be having a nice little conversation with one of Khare's resident Artificers.
The cult leader, you can listen to in the gardens of briar, is said to be intelligent as well, but people argue about his integrity. Nevertheless, he gathers many followers and even makes his opponents tremble in fear.
Using the lessons and wise teaching of her cult master, Redori, a poor girl at age 22, tries to unravel what she and her cult can do to stop some of the corruption the city is upon. Her waterspeaking, a rare gift of the gods, she had found out by talking to herself near the docks alone and the water talking back at her directly. As of recently the water has been silent leaving Redori worried about the future of Khare.
In the SouthGate of Khare the soldiers have remained uncorrupted and are trying to fight back the greed of the city their Grand commander Acillin Vylin is incorruptible and even fights back against the Mayors lax laws however he is brother to Adrinia crimelord and sometimes goes up to Red quarter hoping to fulfill their promise and fix their relationship.
Adrinia has begun spreading her influence over the city, taking the world into her own hands. She believes that she and her syndicate can lead the way where the Mayor has failed. Yet there are many obstacles that stand in her way. Her brother taking the highest priority on her list. If only she could convince him to see things her way. A meeting in the Red Quarter may be the only way.
Adrinia's influence has caused some to be worried for those who have not been consumed by her syndicate's beliefs even to the point of hiring other criminals and assassins, Celawe is one of many.
Adrinia's influence has spread to control the entire North half of the city she orders Celawe her personal assassin to attack during her visit with her brother. http://mtgcardsmith.com/view/celalwe-masterstroke At the bridge where they spent much of their youth after their parents were killed Adrinia waits for Acillin to show when she sees him she spreads her arm he hugs her tight and spins her around and for a single perfect moment they are not The Grand Southern commander and the Master of the Northern quarter just to siblings who fought and scraped together who swore oaths to each other http://mtgcardsmith.com/view/twins-bridge http://mtgcardsmith.com/view/acillins-oath-1 http://mtgcardsmith.com/view/adrinias-oath but as the criers of both quarters yell the news of Sivant's death Adrinia eyes drop and opens mouth at the look of betrayal and pain her brothers eye but he turns to prepare his phalanx against her treason and she turns to prepare her rouges to control the city both certain that they are doing this to save their sibling. http://mtgcardsmith.com/view/the-great-riot-of-khare

The shores of Khare are not necessarily the safest. The people of Khare often take a gamble going to these places.
Unless @mtgwizard9003 gives us a better explanation, we're continuing from @SuneEnough's card.
As the royalty need the area the citizens lurking in the shadows attempt to to attack them year after yea

The corruption slowly consumes khare turning people into thieves. Even some of the cult members are turning to this dark side.
Slowly but surely, the city of Khare is beginning to lose its hope. The corruption taking root far beyond the reach of Khare's authorities.
