@Gelectrode without playing with the card, I can't tell whether an activation cost is necessary. It might be very easy for this card to go infinite, or it might not be. Someone would undoubtedly break it, I think.
What about if it was only once per turn? So you could only generate two Treasures between upkeeps?
@jpastor If winner is a card, I don't think it's a good idea. Cards would get less help, because people might post cards only for prizes. If winner is a person who gives the best feedback, it might work.

I'm always trying to get effects to bleed into green because I'm a green honk. I love forests. Sue me. The Explore effect feels green. Putting it on an aura like this mimics the blue Curiosity effect without copying it.

That card is very dangerous in graveyard matter deck. In eternal I think it will be banned. You make many interesting cards, so I recommend you to check out some broken combo decks like Dredge, Reanimator, Storm for your future creation.
@Battlesocke Players can't put cards they don't own to their hands. That's the biggest issue. other things are: -Exiling permanents isn't UB ability. -"As" should be "When"
Shroud is old mechanic but I like the idea because if it didn't have shroud, players would try to abuse its EtB effect with cards like Venser, the Sojourner. But if a Rogue card has evasion ability like shadow, I think it should have effect that triggers when it deals combat damage to a player instead of EtB.
If your friends don't like shadow, you can remove it and do something like "Whenever you cast an instant or sorcery spell, Meiva, Observing Shadow gains shadow until end of turn." or "Meiva, Observing Shadow has shadow as long as you have two or more cards in your hand.".. there are many things you can do to make it a little fairer.

I changed it to -1/-1 counters effect. -"Destroy target permanent" in UB is color pie break. U doesn't destroy anything. B destroys creatures, planeswalkers, (and lands?) I changed it to bounce effect("Return target ...") -"Target player discards a card" doesn't sound like a Rogue's ability.. (Specter creatures often have that. ) So I removed it. Just my idea.
@gelectrode it's a good concept. It would probably be better as a 1 or 2 power. Being able to set aside 5 cards (conditionally of course) to later add to your hand seems far too powerful.

Then i will change it to "destroy" target permanent.
Yeah I added shroud because of that and so players cant buff it too much with thst kind of evasion
