@Animist The card could use another ability that works always in addition to make the card functional at all times. Otherwise, it feels really week as blue isn't a token/aggro color.
Although, if you need another way to buff the card's existing ability, you can reverse the order of drawing and discarding cards.
It would probably need to go up to uncommon if it had an extra ability. I'm not sure about reversing the order since drawing first is better than discarding first?
@Animist I think the biggest thing that buffs the whole "Discard a card, then draw a card" thing is that if you have zero cards in hand, activating that ability draws you a card, whereas "Draw a card, then discard a card" with no cards in hand doesn't actually draw you a card (that you get to keep, anyway)
@RohanDragoon That's true, which is why rummaging works well in red where you're more likely to have no cards in hand. But in blue you're less likely to have no cards in hand, so looting is preferable where you get to see what the next card is before deciding which one to get rid of.

I know that last ability is a little overpowered and should probably cost four-five mana, but this is literally a "common king".
