The idea here is of a demon that planeswalks by possessing a vessel in the plane they're travelling to. Bestow rules seems like this should work fine, and loyalty abilities can be activated by non-planeswalker permanents that have them and the loyalty counters to spend. Probably have to be some more extended rules text but I think it'd work.
Not 100% which aspect of Panharmonicon you intend us to replicate, copying abilities or specifically ETB triggers. I had fun with the card either way, so if it doesn't count there's no worries, I entered on this challenge already.
The blood eagle is a ritual method of execution, detailed in late skaldic poetry. According to the two instances mentioned in the Sagas, the victims (in both cases members of royal families) were placed in a prone position, their ribs severed from the spine with a sharp tool, and their lungs pulled through the opening to create a pair of "wings". There is continuing debate about whether the rite was a literary invention, a mistranslation of the original texts, or an authentic historic practice.
